This chapter is unique in the Holy Bible, where Daniel, the prophet, presents a royal decree revealing to the pagan king a divine talk with him in a dream. God talked with him twice in a dream [Dan 2] where He showed him the haughtiness of Babylon and its fall, and during the fiery furnace [Dan 3] where God revealed to him that He defies his oppression. Now He talks with him in a second dream to put him down, and to break his haughtiness. In the book of Job, “For God may speak in one way or in another, yet man does not perceive it. In a dream, in a vision of the night, when deep sleep falls upon men, while slumbering on their beds, then He opens the ears of men, and seals their instruction.” [Job 33:14-16]
In this royal decree, the old king confesses his pride and is not ashamed to witness to God who broke his pride, by chastening him until he lowered him to the level of animals. He admits that he was under God’s chastisement, and though it may appear severe, yet he deserves it. All what happened to him is a natural fruit of his evil life, for now he is reaping from what he has sown and drinking from the cup which he had filled with his own hands.

God has determined it, as a righteous Judge, and the angels in heaven applaud. Not that the great God needs the counsel or concurrence of the angels, but it denotes the solemnity of this sentence. Before Nebuchadnezzar tells about God’s judgments because of his pride, he tells that he was at rest and flourishing in his palace, for he had conquered Egypt , Syria, Phoenicia, Judea, Arabia, at the year 34 or 35 after his reign. [Ezek 29:17] These consecutive victories made him proud, for he felt that there are no defeats and that no one can attack him and that there is assured peace.
Some translate the word “selueh” or rest as abundance. When one has everything in abundance, he becomes like a horse, whom no one can control once he indulges in eating. That is why God sometimes controls our stomachs, not to deprive us, but to teach us to walk in righteousness.

The narrative is clear indeed and requires but little interpretation. Because he displeased God, Nebuchadnezzar was turned into a madman and dwelt for seven years amongst the brute beasts and was fed upon the roots of herbs, (p. 513) Afterwards by the mercy of God he was restored to his throne, and praised and glorified the King of heaven, on the ground that all His works are truth and His ways are justice and He is able to abase those who walk in pride. But there are some who claim to understand by the figure of Nebuchadnezzar the hostile power which the Lord speaks of in the Gospel, saying: "I beheld Satan falling from heaven like lightning" (Luke 10:18). Likewise John in Revelation, in the passage where the dragon falls upon the earth drawing a third of the stars with him (Rev. 12). Likewise Isaiah: "How hath the morning star fallen, which used to rise early in the morning" (Isa. 14:22). These authorities assert that it was absolutely impossible for a man who was reared in luxury to subsist on hay for seven years and to dwell among wild beasts for seven years without being at all mangled by them. Also they ask how the imperial |47 authority (645) could have been kept waiting for a mere madman, and how so mighty a kingdom could have gone without a king for so long a period. If, on the other hand, anyone had succeeded him on the throne, how foolish he would have to be thought to surrender an imperial authority which he had possessed for so long. Such a thing would be especially incredible since the historical records of the Chaldeans contain no such record, and since they recorded matters of far less import, it is impossible that they should have left things of major importance unmentioned. And so they pose all of these questions (A) and offer as their own reply the proposition that since the episode does not stand up as genuine history, the figure of Nebuchadnezzar represents the devil. To this position we make not the slightest concession; otherwise everything we read in Scripture may appear to be imperfect representations and mere fables. For once men have lost their reason, who would not perceive them to lead their existence like brutish animals in the open fields and forest regions? And to pass over all other considerations, since Greek and Roman history offer episodes far more incredible, such as Scylla and the Chimaera, the Hydra and the Centaurs, and the birds and wild beasts and flowers and trees, the stars and the stones into which men are related to have been transformed, what is so remarkable about the execution of such a divine judgment as this for the manifestation of God's power and the humbling of the pride of kings? Nebuchadnezzar says, " 'I was at ease in my house and prospering in my palace. . ..' " or as Theodo-tion renders it "upon my throne." Now those who follow the interpretation we are opposing understand by the devil's home this world of ours. Concerning the world Satan himself in the Gospel says to the Savior: "All these things have been given over to me" (Matt. 4:9). Likewise the Apostle says: "The world lieth in the Wicked One" (I John 5).

Daniel was in the palace, but the king had completely ignored him, for he called the wise men, the astrolgers, and the Chaldeans. When they failed in interpreting his dream, the king sought Daniel. He wanted the experiences of the magicians, although he knew the power of the divine interpretation. Often, we do the same thing. The prophetic word is in our hands, and the divine knowledge not far from us, yet we ignore all that and we seek the temporal blessings. Let us seek the work of God, who is full of wisdom, power, love, and is dwelling inside us. Let us abide in his promises instead of seeking outside help!
The magicians could not interpret the dream, although they had previously said, “Let the king tell his servants the dream, and we will give its interpretation.” [Dan 2:4-7] The prophecy of Isaiah was fulfilled, “You are wearied in the multitude of your counsels; let now the astrologers, the stargazers, and the monthly prognosticators stand up and save you from these things that shall come upon you.” [Isa 47:13]

how Nebuchadnezzar realized that his visions |48 were not those of his eyes and heart, but rather of his head, because it was for the glory of God's future servants that these secrets were being revealed to him.
Let our opponents answer what kind of a dream the hostile power [i.e., Satan] would have seen, unless perhaps everything he appears to possess in this world is a mere shadowy dream.

Daniel 4:6 Therefore made I a decree to bring in all the wise [men] of Babylon before me, that they might make known unto me the interpretation of the dream.
The beginning and end of this chapter lead us to hope, that Nebuchadnezzar was a monument of the power of Divine grace, and of the riches of Divine mercy. After he was recovered from his madness, he told to distant places, and wrote down for future ages, how God had justly humbled and graciously restored him. When a sinner comes to himself, he will promote the welfare of others, by making known the wondrous mercy of God. Nebuchadnezzar, before he related the Divine judgments upon him for his pride, told the warnings he had in a dream or vision. The meaning was explained to him. The person signified, was to be put down from honor, and to be deprived of the use of his reason seven years. This is surely the sorest of all temporal judgments. Whatever outward affliction God is pleased to lay upon us, we have cause to bear it patiently, and to be thankful that he continues the use of our reason, and the peace of our consciences. Yet if the Lord should see fit by such means to keep a sinner from multiplying crimes, or a believer from dishonoring his name, even the dreadful prevention would be far preferable to the evil conduct. God has determined it, as a righteous Judge, and the angels in heaven applaud. Not that the great God needs the counsel or concurrence of the angels, but it denotes the solemnity of this sentence. The demand is by the word of the holy ones, God’s suffering people: when the oppressed cry to God, he will hear. Let us diligently seek blessings which can never be taken from us, and especially beware of pride and forgetfulness of God.

prince of the diviners: One thing he said truly, and one falsely; for that he had the Holy Spirit was true, but he was not the master of the magicians, for he was no magician, but was wise through the Holy Spirit. (St. Cyril of Jerusalem) It is not surprising if he had been appointed chief over all the soothsayers since he had at the king's order been taught the wisdom of the Chaldeans, and had besides been found ten times wiser than all the rest.

When all the human devices failed, then the king called God’s man, Daniel, and told him the dream. He, as a pagan king, believes that Daniel has the Spirit of the Holy God.
The king did not call Daniel, although he knew that he is able to interpret the dream, because he knew that the dream meant chastisement for him. That is why he did not seek Daniel’s interpretation except at the very end.

Corresponding to the rendering here given, "of the holy god," we read in Chaldee (in which Daniel was composed) the words elain cadisin ('-l-h-y-n q-d-y-sh-y-n) [vocalized this would be 'elahin qaddishin], which means "holy gods" and not "holy God," as Theodotion rendered it. Nor is it surprising if Nebuchadnezzar made such a mistake, and supposed that any force he perceived to be higher than himself were gods, rather than God. Lastly he states also in his following words: " 'Belteshazzar, thou chief of the soothsayers, whom I know to possess within thee the spirit of the holy gods.' " Belteshazzar was chief of the soothsayers or enchanters, as others have rendered it. It is not surprising if he had been appointed chief over all the soothsayers since he had at the king's order been taught the wisdom of the Chaldeans, and had besides been found ten times wiser than all the rest. Let us ask of those who do not concede any historical basis for this vision, what Nebuchadnezzar it was who saw the dream, and who the Daniel was who |49 declared his dream and foretold things to come. And how did it come to pass that this same Daniel (whose fortitude was, at least according to them, to be understood as divine in origin) was appointed chief of the soothsayers by Nebuchadnezzar, and called his companion?
With the exception of the Septuagint translators (who for some reason or other have omitted this whole passage [i.e., vv. 6-9]), the other three translators [Aquila, Symmachus, and Theodotion] have translated the word [i.e. 'oh°rdn, a dubious word generally rendered as "at last" by modern translations, but here probably to be construed as "another"] as "associate" (collega). Consequently by the judgment of the teachers of the Church, the Septuagint edition has been rejected in the case of this book, and it is the translation of Theodotion which is commonly read, since it agrees with the Hebrew as well as with the other translators (C). Wherefore also Origen asserts in the ninth book of the Stromata that he is discussing the text from this point on in the prophecy of Daniel, not as it appears in the Septuagint, which greatly differs from the Hebrew original, but rather as it appears in Theodotion's edition.

The king called him “Belteshazzar”, thinking that he is honoring him because he was referring to a pagan god. However, the name hurt Daniel’s feelings, for he preferred the name by which his parents had called him because it connects him with God. He also called Daniel “chief of the magicians”, which hurt his feelings more because he did not want to be associated with the magicians who had deceived the world with their witchcraft. The king knew two things pertaining to Daneil:
A. First, that he had “the Spirit of the Holy God” [Verse 9]. Whatever he utters, is not from him but from the Holy Spirit. When all the human devices failed, the king called Daniel because he has the Spirit of the Holy God.
B. Second, that no secret troubles you [Verse 9] which removes the king’s worry.

The beginning and end of this chapter lead us to hope, that Nebuchadnezzar was a monument of the power of Divine grace, and of the riches of Divine mercy. God has determined it, as a righteous Judge, and the angels in heaven applaud. Not that the great God needs the counsel or concurrence of the angels, but it denotes the solemnity of this sentence. The demand is by the word of the holy ones, God’s suffering people: when the oppressed cry to God, he will hear. It was not only of Nebuchadnezzar, King of the Chaldeans, but also of all impious men that the prophet says: "I beheld the impious man highly exalted and lifted up like the cedars of Lebanon" (Ps. 36:35). [This is Ps. 37:35 in the English Bible, and preserves a different reading, taken over from the Septuagint, rather than the Hebrew reading: "... and spreading himself like a green tree in its native soil."] Such men are lifted up, not by the greatness of their virtues, but by their own pride; and for that reason they are cut down and fall into ruin. (647) Therefore it is good to follow the teaching of our Lord in the Gospel: "Learn of Me, for I am meek and lowly in heart" (Matt. 11:29). But as for the fact that, according to Theodotion (p. 515), he mentions his kutos or height ---- or else his kureia (A), as he himself later renders it, that is to say, his dominion (a word we have translated as "his appearance") ---- those same detractors of the historicity of this passage slanderously assert that Nebuchadnezzar's dominion never possessed the entire world. He did not rule over the Greeks or barbarians, or over all of the nations in the north and west, but only over the provinces of the East; that is to say, over Asia, not over Europe or Libya. Consequently all these slanders require to be understood as attributable to the devil, for actually we ourselves should accept all this as spoken by way of hyperbole, having in view the arrogance of the impious king, who in Isaiah (chap. 14) makes as great a boast as this, claiming that he possesses the very heaven itself, and the whole earth besides, as if it were a nest full of birds' eggs.

Instead of "watchman" Theodotion uses the Chaldee word itself, hir, which is written with the three letters 'ayin, yodh, and resh. But it signifies the angels, because |50 they ever keep watch and are prepared to carry out God's command. And so we too follow the example of the angels in their duties when we engage in frequent night-long vigils. Also it is said of the Lord: "He who keepeth Israel will neither slumber nor sleep" (Ps. 120:4, i.e. Ps. 121:4). Lastly, we read a little later: "In the decision of the watchmen, i.e., the angels, lies the decree and the speech and the petition of the holy ones." Moreover it is both Greek and (B) Latin usage to call the rainbow iris, because it is said to descend to earth in a multicolored arch.

The beginning and end of this chapter lead us to hope, that Nebuchadnezzar was a monument of the power of Divine grace, and of the riches of Divine mercy. After he was recovered from his madness, he told to distant places, and wrote down for future ages, how God had justly humbled and graciously restored him. When a sinner comes to himself, he will promote the welfare of others, by making known the wondrous mercy of God. Nebuchadnezzar, before he related the Divine judgments upon him for his pride, told the warnings he had in a dream or vision. The meaning was explained to him. The person signified, was to be put down from honor, and to be deprived of the use of his reason seven years. This is surely the sorest of all temporal judgments. Whatever outward affliction God is pleased to lay upon us, we have cause to bear it patiently, and to be thankful that he continues the use of our reason, and the peace of our consciences. Yet if the Lord should see fit by such means to keep a sinner from multiplying crimes, or a believer from dishonoring his name, even the dreadful prevention would be far preferable to the evil conduct. God has determined it, as a righteous Judge, and the angels in heaven applaud. Not that the great God needs the counsel or concurrence of the angels, but it denotes the solemnity of this sentence. The demand is by the word of the holy ones, God’s suffering people: when the oppressed cry to God, he will hear. Let us diligently seek blessings which can never be taken from us, and especially beware of pride and forgetfulness of God.

Daniel silently understood that the dream was directed against the king, and his countenance showed forth the fear in his heart, and he felt sorry for the man who had conferred upon him the greatest of honor. And to avoid all appearance of taunting the king or glorying over him as an enemy, he only told him what he understood of the matter after he had begged to be excused.

The word “pethegma” probably means a decree or edict, as was mentioned in the book of [Esth 1:20]. What was declared was a heavenly decree, but why is he referring the decree to the holy watchful angels, is it a divine order or angelic?
No doubt that the order was divine, from God Himself, but referring it to the angles, was because they had a positive role.
The angels completely obeys God’s commands and implement His orders, pray for the salvation of people, asking God to interfere to chasten those who blaspheme against Him. The decree issued from God was in harmony with the desire of the angels and their continued supplications, as if it were issued from them.

Daniel 4:19 Then Daniel, whose name [was] Belteshazzar, was astonied for one hour, and his thoughts troubled him. The king spake, and said, Belteshazzar, let not the dream, or the interpretation thereof, trouble thee. Belteshazzar answered and said, My lord, the dream [be] to them that hate thee, and the interpretation thereof to thine enemies.
Daniel was struck with amazement and terror at so heavy a judgment coming upon so great a prince, and gives advice with tenderness and respect. It is necessary, in repentance, that we not only cease to do evil, but learn to do good. Though it might not wholly prevent the judgment, yet the trouble may be longer before it comes, or shorter when it does come. And everlasting misery will be escaped by all who repent and turn to God.

Daniel was astonished and very sorrowful at the disaster which will befall the king of Babylon. The king was a tyrant and the Jewish people were captives with other nations. Daniel, being in the palace, was obliged to pray for him, for God said through Jeremiah, “And seek the peace of the city where I have caused you to be carried away captive, and pray to the Lord for it; for in its peace you will have peace.” [Jer 29:7] However, the seventy years were not accomplished. thus the believers did not have the right to ask the king to go back, but they submitted to him and and served him faithfully without any hatred. Knowing that, Daniel was sad about what will befall the king.

And so Nebuchadnezzar, seeing that Daniel was afraid of appearing to speak something of ill omen and against the king's interest, urged him to speak out plainly and truly what he understood of the matter without any apprehension.
Daniel silently understood that the dream was directed against the king, and the pallor of his countenance showed forth the fear in his heart, and he felt sorry for the man who had conferred upon him the greatest of honor. (648) And to avoid all appearance of taunting the king or glorying over him as an enemy, he only told him what he understood of the matter after he had begged to be excused.

God chastises people, not to torture them but to discipline and elevate them and grant them the gift of knowledge. For he tells him, “After you come to know..” Chastisement is a school to enjoy the surpassing heavenly knowledge.

Those who contest the historicity of this incident and would have it that the devil's original position of honor will be restored to him, make capital of this passage, on the ground that after Nebuchadnezzar has during the seven-year cycle endured torments and bestialization, feeding upon grass and hay, he makes a confession of the Lord and becomes the person he was before. But they are bound to answer the question how it can be consistent for the angels who have never fallen to have someone rule over them once more who has only through repentance been restored to favor.

Daniel kept silent for a while and he felt perplexed. The king felt the seriousness of the dream and encouraged Daniel to talk, assuring him that he will accept the news. Daniel was afraid and his thoughts scared him for two reasons:
A. The fall of a great king to the lowest level, the level of animals, to have a heart of an animal.
B. That he is the one who is interpreting the dream, although he wished the king good.
The king encouraged Daniel to talk because he was curious and wanted to know the truth.
St. Jerome said: {Daniel manifested the truth without insulting the king, to avoid accusing the king with false pride.}
Father Kaisairus said: {Daniel concluded his talk by opening the door of hope, before the king, by repentance and deeds of mercy. Daniel wished that Nebucahdnezzar would repent so he would not fall under such severe chastisement. Therefore, he advised him to show mercy to the poor, thus turning from violence and selfishness to love and giving, he may find grace in the eyes of God.}
St. Jerome said: {God postponed the punishment for twelve months to give Nebuchadnezzar a chance to do merciful deeds, but instead, in great haughtiness, he used to walk in his palace saying, “This is the great Babylon which I have built.”
We also read in the book of Jeremiah, that God is directing the Jewish nation to pray for the Babylonians, for the peace of the captives is associated with the peace of those who made them captive.}

In view of the fact that the blessed Daniel, foreknowing the future as he did, had doubts concerning God's decision, it is very rash on the part of those who boldly promise pardon to sinners. And yet it should be recognized that indulgence was promised to Nebuchadnezzar in return, as long as he wrought good works. Much more, then, is it promised to other men who have committed less grievous sins than he. We read in Jeremiah also of God's direction to the people of the Jews, that they should pray for the Babylonians, inasmuch as the peace of the captives was bound up with the peace of the captors themselves.
Since he had previously pronounced the sentence of God, which of course cannot be altered, how could he exhort the king to deeds of charity and acts of mercy towards the poor? This difficulty is easily solved by reference to the example of King Hezekiah, who Isaiah had said was going to die; and again, to the example of the Ninevites, to whom it was said: "Yet forty days, and Nineveh shall be destroyed" (Jonah 3). And yet the sentence of God was changed in response to the prayers of Hezekiah and the city of Nineveh, not by any means because of the ineffectualness of the judgment itself but because of the conversion of those who merited pardon. Morever in Jeremiah God states that He threatens |52 evil for the nation (Jer. 23), but if it does that which is good, He will alter His threats to bestow mercy. Again, He affirms that He directs His promises to the man who does good; and if the same man thereafter works evil, He says that He changes His decision, not with regard to the men themselves, but with regard to their works which have thus changed in character. For after all, God is not angered at men but at their sins; and when no sins inhere in a man, God by no means inflicts a punishment which has been commuted. In other words, let us say that Nebuchadnezzar performed deeds of mercy toward the poor (p. 517) in accordance with Daniel's advice, and for that reason the sentence against him was delayed of execution for twelve months. But because he afterwards while walking about in his palace at Babylon said boastingly: "Is this not the great Babylon (A) which I myself have built up as a home for the king by the might of my power and the glory of my name?" therefore he lost the virtue of his charitableness by reason of the wickedness of his pride.

Pride and self-conceit are sins that beset great men. They are apt to take that glory to themselves which is due to God only. While the proud word was in the king’s mouth, the powerful word came from God. His understanding and his memory were gone, and all the powers of the rational soul were broken. How careful we ought to be, not to do any thing which may provoke God to put us out of our senses! God resists the proud. Nebuchadnezzar would be more than a man, but God justly makes him less than a man. We may learn to believe concerning God, that the most high God lives for ever, and that his kingdom is like himself, everlasting, and universal. His power cannot be resisted. When men are brought to honor God, by confession of sin and acknowledging his sovereignty, then, and not till then, they may expect that God will honor them; not only restore them to the dignity they lost by the sin of the first Adam, but add excellencies majesty to them, from the righteousness and grace of the Second Adam. Afflictions shall last no longer than till they have done the work for which they were sent. There can be no reasonable doubt that Nebuchadnezzar was a true penitent, and an accepted believer. It is thought that he did not live more than a year after his restoration. Thus the Lord knows how to abase those that walk in pride, but gives grace and consolation to the humble, broken-hearted sinner who calls upon Him.

Pride and self-conceit are sins that beset great men. They are apt to take that glory to themselves which is due to God only. While the proud word was in the king’s mouth, the powerful word came from God. His understanding and his memory were gone, and all the powers of the rational soul were broken. How careful we ought to be, not to do any thing which may provoke God to put us out of our senses! God resists the proud. Nebuchadnezzar would be more than a man, but God justly makes him less than a man. We may learn to believe concerning God, that the most high God lives for ever, and that his kingdom is like himself, everlasting, and universal. His power cannot be resisted. His arrogant boasting is immediately punished by the Lord. For this reason the execution of the sentence is not delayed, lest mercy towards the poor seem to have profited him not at all. But as soon as he has spoken in pride, he straightway loses the kingdom which (650) had been reserved for him on account of his works of charity.

Pride and self-conceit are sins that beset great men. They are apt to take that glory to themselves which is due to God only. While the proud word was in the king’s mouth, the powerful word came from God. His understanding and his memory were gone, and all the powers of the rational soul were broken. How careful we ought to be, not to do any thing which may provoke God to put us out of our senses! God resists the proud. Nebuchadnezzar would be more than a man, but God justly makes him less than a man. We may learn to believe concerning God, that the most high God lives for ever, and that his kingdom is like himself, everlasting, and universal. His power cannot be resisted. When men are brought to honor God, by confession of sin and acknowledging his sovereignty, then, and not till then, they may expect that God will honor them; not only restore them to the dignity they lost by the sin of the first Adam, but add excellencies majesty to them, from the righteousness and grace of the Second Adam. Afflictions shall last no longer than till they have done the work for which they were sent. There can be no reasonable doubt that Nebuchadnezzar was a true penitent, and an accepted believer. It is thought that he did not live more than a year after his restoration. Thus the Lord knows how to abase those that walk in pride, but gives grace and consolation to the humble, broken-hearted sinner who calls upon Him.

The Hebrew word “mehelek” refers to the king walking on the roof of the palace, as was the custon in the East. The king was able to see all Babylon from the roof, especially because the palace was built on a high hill. In pride, he thought he was a god, that is why he was lowered to the level of animals. King Nebuchadnezzar gave himself the credit for everything, not to God who granted him the power and wisdom. Also, he ignored those who preceded him in building the city. Listen to what King Solomon, who built the temple, said, “Unless the Lord builds the house, they labor in vain who built it; unless the Lord guard the city, the watchman stays awake in vain.” [Ps 127:1]

In misery it comes as a great consolation to know, when one is in a painful situation, that a more favorable future will ensue. Yet Nebuchadnezzar's fury and madness were so pronounced that in time of affliction he would not have remembered the blessings which God had promised him.

In his pride, Nebuchadnezzar gave himself the credit for building Babylon with its great fences, its gardens, its temple for baal and the royal palace. Herodet refers Babylon to Semiramis and Nitocris, while Berosus and Abydenus said that the Babylonians or Nebuchadnezzar had added to the old city, so Nebuchadnezzar built a huge palace and fence. It is noted from Nitocris that Nebuchadnezzar’s wife had beautified the city.
The critics have attacked this statement saying that, historically, Nebuchadnezzar had not built Babylon, but in the new discoveries, thousands of bricks, with the engraving “Nebuchadnezzar, son of Nebu-Blaser”, were found in Babylon. The word “construction” here does not mean just building but also expanding and more additions. We should not forget that most kings do not like to remember the glories of their predecessors, but they give themselves the credit for everything.
St. Jerome said: {If he had not lifted his eyes to heaven, his understanding would not have returned to him. Saying that “my understanding returned to me” proves that he had lost his understanding.
Saying “from generation to generation “ does not mean the future generations, but as St. Jerome said that when his understanding returned to him, he realized that the mystery of kingdom of God passes from the Law to the Gospel.

If we accept this expression in the Scriptures, "From generation to generation," as simply for what it is, then it unquestionably means "for all time to come." But if, on the other hand, "generation and generation" signifies (as we have often asserted) two generations, that of the Law and that of the Gospel, the question comes up as to how Nebuchadnezzar would have known of the unrevealed secrets ("sacraments") of God. [The original for "from generation to generation" is " 'im dar wedar," i.e., "with generation and generation," which Jerome renders as "in generatione et generatione" or "in generation and generation." Undoubtedly the idea of the original is distributive or successive: "unto each successive generation." Jerome's explanation of this characteristic Semitic phrase as an occult reference to the two dispensations of the Old and New Testaments seems very farfetched.] But perhaps we might say this, that after he raised his eyes towards heaven and received back his former estate and exalted and blessed the ever-living God, he would not have failed to know this secret also.
Had he not raised his eyes towards heaven, he would not have regained his former intelligence. Moreover, when he says that his intelligence returned to him, he shows that he had lost not his outward appearance but only his mind.

Often, the tyrants think that God has no control over the affairs of men, and they can do whatever they like and no one can attack them. But now, the king admits that God is in control; He leads, guides. and controls everything on the earth., as well as in heaven.

Daniel 4:36 At the same time my reason returned unto me; and for the glory of my kingdom, mine honour and brightness returned unto me; and my counsellors and my lords sought unto me; and I was established in my kingdom, and excellent majesty was added unto me.
Pride and self-conceit are sins that beset great men. They are apt to take that glory to themselves which is due to God only. While the proud word was in the king’s mouth, the powerful word came from God. His understanding and his memory were gone, and all the powers of the rational soul were broken. How careful we ought to be, not to do any thing which may provoke God to put us out of our senses! God resists the proud. Nebuchadnezzar would be more than a man, but God justly makes him less than a man. We may learn to believe concerning God, that the most high God lives for ever, and that his kingdom is like himself, everlasting, and universal. His power cannot be resisted. When men are brought to honor God, by confession of sin and acknowledging his sovereignty, then, and not till then, they may expect that God will honor them; not only restore them to the dignity they lost by the sin of the first Adam, but add excellencies majesty to them, from the righteousness and grace of the Second Adam. Afflictions shall last no longer than till they have done the work for which they were sent. There can be no reasonable doubt that Nebuchadnezzar was a true penitent, and an accepted believer. It is thought that he did not live more than a year after his restoration. Thus the Lord knows how to abase those that walk in pride, but gives grace and consolation to the humble, broken-hearted sinner who calls upon Him.

Nebuchadnezzar did not repent in spite of the fact that God had forsaken him for twelve months after the dream. On the contrary, the king became very haughty, and the dream was fulfilled. The dream was fulfilled one year later, because God wanted to give the king an opportunity to examine himself and repent and care for the needy and the captives. However, he became more haughty. The king became like an animal of the wilderness eating the herbs; he lost his mind and became crazy.
St. Tertullian said: {After the king of Babylon was neglected for seven years because of his rebellion to the Lord, and after enduring the physical pain, he did not only restore his kingdom but fulfilled the pleasure of God.}
God, who moved Nebuchadnezzar to chasten His people, now declares to him that everything happen with His permission. He permitted that his statesmen arrested him because of his insanity; now He directs them to restore him to the kingdom, without realizing God’s hidden hand.

After completing the period of chastening, his mind came back to him, so he lifted his eyes up to heaven as a penitent asking for God’s mercies. He had a contrite soul and glorified God. He realized that all kingdoms are nothing in front of God and that no one can rule forever. Probably, when Nebuchadnezzar lifted his eyes to heaven to glorify God, God stopped chastening him.
Some believed that there were no historical proofs about Nebuchadnezzar being insane. However, Perossos and Josephus, the Jewish historian, referred to the craziness of Nebuchadnezzar.
